Third Party Exclusion and Visit Limit are orders imposed by the NCPG to protect financially vulnerable citizens and permanent residents who gamble at the local casinos or who has a poor credit record.

Why am I receiving the letter from NCPG?

If you are a Singapore Citizen or Permanent Resident who visits the local casinos, you may receive a letter from NCPG to assess your financial situation.

 

How do I declare my indebtedness / non-indebtedness?

If you have received a letter from NCPG requesting for information and documents on your financial status, please log in with your Singpass to proceed with the declaration of indebtedness / non-indebtedness submission.

What information should I provide?

Please get ready the following documents to upload during the submission:

  • Latest IRAS Notice of Assessment/Pay Slips for the past 3 months
  • Bank Statements for the past 3 months
  • Latest CPF Contribution History
  • Credit Bureau Singapore Report and Personal Bureau Individual Credit Report (Click here for instructions on how to retrieve the report(s))
  • Any other financial documents (e.g., SGX investments, ACRA registration of business)

Please ensure that the documents uploaded are in JPEG, JPG, PNG or PDF format and not exceeding 5 MB each.

 

What happens after I submit the declaration?

The Committee of Assessors (“COA”) formed by the NCPG will review the information provided by you and decide if a visit limit, an exclusion order, or a no order would be beneficial to you.

If you are given a proposed visit limit or exclusion order, you have 14 days to make an application to object to the proposed order if you disagree with the order.

 

What happens if I choose not to provide information or complete the declaration?

If you do not provide any information to NCPG, the COA will not be able to accurately assess your financial situation. As a result, the proposed restriction on your visits to the casinos may not be appropriate to your situation. Should you wish to object to the proposed order, you will again be required to provide information to the COA.

 

What does it mean to have a Third Party Visit Limit or Third Party Exclusion Order?

If a Third Party Visit Limit is imposed:

  • An individual’s visits per calendar month to the casinos will be limited to the number of visits decided by the COA; and
  • If the individual, in any month, has made the maximum number of visits specified in the Third Party Visit Limit, he/she will be excluded from entering or remaining on, or taking part in any gaming on any casino premises for the remainder of the month.

 

If a Third Party Exclusion Order is imposed, an individual will be banned from:

  • Entering or remaining on all casino premises; or taking part in any gaming in all casino premises; and/or
  • Entering or remaining on all jackpot machine rooms1 in private clubs except to perform work2 within any of those rooms; or taking part in any gaming in all jackpot machine rooms; and/or
  • Accessing Singapore Pools account-related3 services if the individual is an existing account holder; and opening an account subsequently if he/she is not an existing account holder.
